For example:
If you have a person's name and former address only, you can use this information to search databases from the area where that person used to live. You may discover a date of birth, from one database, then use the DOB and name to collect a SSN from a second database, then use the name, DOB, and SSN to pull a credit report or social security report... to find a current or recent employer (and the town they live in), then continue on to see if this person has utility, phone, cable, gas service, etc... each database you cross reference, gives you more and more info.
Some people search through phone listings only, then give up.
